Civil War Mystery Photos: Manchester or Downtown Richmond?

So I found the Civil War photo shown above in the Library of Congress archives. It is labeled as being a photo of: “Ruins of a paper mill with water-wheel “with a summary of “Photograph of the main eastern theater of war, fallen Richmond, April-June 1865.” Further down in the description it specifically labels the subject in three parts as:

United States–History–Civil War, 1861-1865.

Richmond (Va.)–History–1865.

United States–Virginia–Manchester.

I found a different angle of the same photograph (shown below), which has a similar description but no mention of Manchester:

United States–History–Civil War, 1861-1865.

Richmond (Va.)–History–1865.

United States–Virginia–Richmond.

So what do you think History Detectives, are these Civil War photos of Manchester or downtown Richmond?
